<br />Ken Jensen - 14526 Waco Street N.W. - Stated that he lives on Lot 18 of River's Bend and is <br />glad to see the property develop. Mr. Jensen stated that his back yard is low and he is concerned <br />that the watershed from that cul-de-sac will enter his back yard. <br /> <br />City Engineer Steve Jankowski noted that the impact to Mr. Jensen's property is addressed in the <br />City Staff Review Letter and the developer has been requested to make the necessary <br />modifications to the drainage plan. There will be a yard drain between Lots 3 and 4 based on the <br />100 year requirements. Lot 11 in Amber Ridge at the north end of this subdivision contains a <br />catch basin in the back yard. Staff is recommending that the catch basin be abandoned and the <br />water be directed south and handled with the drainage system for Amber Ridge 2nd. <br /> <br />Public Hearing Adjournment <br /> <br />Motion by Chairperson Nixt, seconded by Board Member Levine, to adjourn the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Board Members Levine, Brauer, Van Scoy, <br />Cleveland, Hunt, and Trites Rolle. Voting No: None. Absent: None. <br /> <br />The public hearing adjourned at was closed at 7:20 p.m. <br /> <br />Board Business <br /> <br />Board Member VanScoy inquired as to why the wetland to the south could not be filled to <br />provide road connection to Xkimo Street. <br /> <br />City Engineer Jankowski replied that the Wetland Conservation Act would allow minoL filling <br />with sufficient mitigation. In this case, it appears that the impact to the south would be very <br />substantial and it would not be looked upon favorably. <br /> <br />Board Member Brauer inquired if filling the wetland affect drainage. <br /> <br />Mr. Jankowski replied that it would not as the wetland is not being used for storage and the <br />benefit received would not offset filling this high quality wetland. <br /> <br />Discussion ensued that the extension of Argon ending in a permanent cul-de-sac landlocks the <br />parcel to the south. It was noted that this parcel is low and the future development opportunities <br />are unlikely. In addition, the City owns the property. <br /> <br />Motion by Chairperson Nixt and seconded by Board Member Cleveland to adopt Resolution <br />#06-07-203 adopting Findings of Fact #0769, to support approval ofthe request for a variance to <br />cul-de-sac length restriction on Argon Street N.W. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Board Members Levine, Brauer, Cleveland, <br />Hunt, and Trites Rolle. Voting No: Board Member Van Scoy.
