<br />Upon inquiry, Mr. Olson representing E&G Development, stated that he had no issues with the <br />City Staff review letter pertaining to the preliminary plat review. <br /> <br />City Engineer Jankowski noted that there were some modifications requested to the drainage <br />plan and the developer has submitted a conceptual design for the changes. Mr. Jankowski stated <br />that the plan is to abandon the rear yard catch basin on Lot 11, Block 1, Amber Ridge; direct <br />drainage from that lot to the south into Amber Ridge 2nd Addition drainage system. <br /> <br />Kirk Scott - 14581 Argon Street N.W. Stated he has a walkout home and he is planning on <br />adding a retaining wall and landscaping. The change in the drainage plan could affect his plans. <br /> <br />Mr. Jankowski stated that he would meet with Kirk to come up with a plan that works for all <br />parties involved. <br /> <br />Commissioner Cleveland inquired as to the impact on the neighbor to the east on Waco. <br /> <br />Mr. Jankowski stated that Mr.Kenneth Jensen's back yard at 14526 Waco is lower and the <br />drainage plan proposes to raise that elevation so Amber Ridge 2nd doesn't drain onto his <br />property. Mr. Jankowski noted that this drainage plan will also be reviewed by the Lower Rum <br />River Management Organization. <br /> <br />A brief discussion ensued regarding past discussions regarding the feasibility of a boardwalk <br />connection between the trail on TH #47 and Waco Street N.W. <br /> <br />Motion by Commissioner Van Scoy and seconded by Commissioner Cleveland to recommend <br />that City Council approve the preliminary plat for Amber Ridge 2nd Addition contingent upon the <br />following: <br /> <br />a) City Council and Metropolitan Council approval of the Comprehensive Plan <br />Amendment and rezoning. <br />b) Board of Adjustment approval of variance to cul-de-sac length <br />c) Compliance with City Staff Review Letter dated June 29, 2006. <br />d) Submittal of a revised drainage plan that resolves drainage issues at 14581 Argon <br />Street N.W. and 14526 Waco Street N.W. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Van Scoy, Levine, <br />Cleveland, Trites Rolle, Hunt. Voting No: None <br /> <br />Motion by Commissioner VanScoy and seconded by Commissioner Cleveland to recommend <br />that City Council approve the request to change the Land Use Map for Outlot B, Amber Ridge, <br />in the Comprehensive Plan from Medium Density Residential to Low Density Residential, <br />contingent upon preliminary plat approval. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Van Scoy, Levine, <br />Cleveland, Trites Rolle, Hunt. Voting No; None <br /> <br />Planning Commission/July 10,2006 <br />Page 3 of 14 <br />
