<br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Olson, Pearson, <br />and Strommen. Voting No: None. Absent: Councilmember Elvig. <br /> <br />Mayor Gamec presented badges to the new fire fighters and commended the City's Fire <br />Department for their excellent work. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />Parks/Utilities Supervisor Riverblood stated last week it was learned that two different host <br />communities could not fulfill their obligation to host the Boys Traveling North Section <br />Minnesota Youth Soccer Association Tournament. ARYAA and the City of Ramsey have <br />agreed to host the tournament at Elmcrest and Central Parks. There will be approximately 128 <br />teams playing; with family members that equates to 6,000 additional people in the community <br />over the course of those days. Staff will be putting their best foot forward and communicating <br />with AR Y AA to work out all of the details. Recreational soccer has been relocated to Emerald <br />Pond Park on the days of the tournament to free up space at Central Park. Staff is sensitive to the <br />City's business community, and has alerted them to the scope of the tournament. There will be a <br />map distributed to all of the participants to ensure that they know their way in and out of the <br />parks, and are aware of locations in Ramsey for food, gas stations, etc. The largest period of <br />traffic is expected on Saturday, and the Police Department will be available to assist with the <br />traffic. Mr. Riverblood advised at the last Public Works Committee meeting recommendations <br />were made for traffic mitigation relative to earlier concerns of neighbors to the west of Elmcrest <br />Park. The recommendations are included on the agenda tonight, and staff is ready to implement <br />all of those recommendations tomorrow. In addition, there will be an overflow parking area in <br />Elmcrest Park, additional signage is in place and there will be exit signs at every juncture of any <br />parking area in Elmcrest Park to move people out of the park in the correct direction, and <br />temporary no parking signs will be installed. One of the recommendations of the Public Works <br />Committee was to place a sandwich board to direct people out of the park. The sign has been <br />prepared and will be placed to direct traffic. There will also be attention paid to litter pick up in <br />the area of the tournament. <br /> <br />Councilmember Jeffrey asked if there will be emergency medical personnel on hand. <br /> <br />Parks/Utilities Supervisor Riverblood replied Allina has agreed to have an ambulance stationed <br />as part of their ordinary staffing at Elmcrest and Central Parks. The youth association believes it <br />has all the water and ice on the way, and it will be stored in the trailers. Another tent has been <br />ordered due to the warm weather that is forecast, additional portable toilets have been ordered, <br />and there will be standby coverage during the event by a number of employees. <br /> <br />APPROVE AGENDA <br /> <br />City Administrator Norman indicated the addition oftwo additional cases: <br />· Case No.6: Approve Purchase Agreement and Loan Agreement for the Purchase of <br />Property Located in the Highway 10 Corridor (7751 Highway 10 NW) <br /> <br />City Council / July 11,2006 <br />Page 3 of 13 <br />
