<br />Case #5: Report from Public Works Committee <br /> <br />1) Consider Traffic Restriction on City Streets <br /> <br />Regency Ponds <br /> <br />Public Works Director Olson indicated because of the need to implement the recommendation of <br />the Public Works Committee regarding traffic concerns in the Regency Ponds subdivision at the <br />earliest possible opportunity, the recommendations were ratified at the June 27, 2006 City <br />Council meeting. The action was to focus police patrol to insure compliance with the 30 mph <br />speed limit and that the use of the speed trailer be continued, and that temporary all way (3-way) <br />stop signs be placed at the intersections of Kamacite Street and 14ih Avenue and Kamacite <br />Street and 147th Lane. These temporary stop signs will be removed upon termination of the <br />county road closures. <br /> <br />Welcomes Road Neighborhood <br /> <br />Public works Director Olson explained there was discussion of looking at the contractors' use of <br />the roadways during the construction of the watermain project. This traffic is anticipated to <br />cease with the completion of the utility work. The City had received a petition from the <br />Welcomes Road Neighborhood for certain issues associated with the road. One request was for <br />traffic counts before and after the road is paved; staff indicated those counts would be sent to the <br />residents. <br /> <br />City Engineer Jankowski indicated staff has not been able to locate any pre-project traffic counts <br />on Welcomes Road. <br /> <br />Public Works Director Olson indicated a letter will be sent to the residents informing them that a <br />traffic count could not be found. The recommendation of the Committee was that staff be <br />directed to delay the opening of Welcomes Road until the watermain construction on the west <br />side of Welcomes Road is complete. <br /> <br />2) Discussion of Traffic Concerns in the Elmcrest Park Area <br /> <br />Public Works Director Olson stated within the past several months the City has received <br />complaints relating to outside traffic using neighborhood streets to access Elmcrest Park where <br />increased park activity has generated additional traffic. Traffic counts were taken on four <br />separate dates between June 6, 2006 and June 12,2006. The results show that the park generated <br />an average of 785 trips daily and that rougWy 73% ofthe trips are using the Quicksilver access, <br />which is the main access point to the park. The Quicksilver access has since been paved, which <br />should eliminate dust complaints. The hope is to continue to increase the percentage of people <br />that use the Quicksilver access, rather than cutting through the neighborhood. Staff was directed <br />to prepare a sandwich board to place in the middle of the parking lot to the entrance to the main <br />road. This sign has been prepared and states Please respect our neighbors - enter/exit park using <br />Quicksilver Street. In addition a flyer was distributed by the youth association informing parents <br />to use Quicksilver as the primary entrance/exit to the park.
