Further discussion: Councilmember Jeffrey noted Subd. 5: Accessory Uses, discusses open and
outdoor areas. He inquired if this will prohibit a business from locating a greenhouse in a
parking lot. Community Development Director Trudgeon replied this will not prohibit or permit
seasonal greenhouses; this was written more for permanent structures.

Councilmember Elvig indicated he will be abstaining from the vote on this case.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Cook, Jeffrey, Olson,
and Strommen. Voting No: None. Abstain: Councilmember Elvig.

Case #10:

Contract for Fire Services for Burns Township

Fire Chief Kapler stated Ramsey's Fire Department has been under contract to provide fire
services to the eastern half of Burns Township for almost three years. Burns Township decided
earlier this year to have Ramsey Fire provide services to the entire township effective August 1
of this year. It was the preference of Burns Township that the contract run according to the
calendar year; costs have been prorated by the City Attorney to reflect this.

Mayor Gamec stated quite a few citizens from Bums Township have contacted him that are very
happy that Ramsey Fire is taking over this service because of the response Ramsey has had with
their service in the past. Also, Burns Township has been very complimentary to Fire Chief
Kapler for the awareness of visiting the Township and talking with them.

Fire Chief Kapler stated their goal is to improve and to provide a high level of service to
Ramsey's residents.

Mayor Gamec commented Fire Chief Kapler informed Burns Township upfront that most
important was the service to the citizens of Ramsey. He added this contract with Bums
Township is a great opportunity.

Motion by Councilmember Pearson, seconded by Councilmember Olson, to authorize Mayor
Gamec and the City Administrator to sign the contract for fire protection services for Bums
Township, which will be effective August 1,2006.

Further discussion: Councilmember Pearson stated this will be a win/win situation for both
Ramsey and Burns Township, as Ramsey will be able to gain a supply of daytime firefighters.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Olson, Cook, Elvig,
Jeffrey, and Strommen. Voting No: None.

Further discussion: Mayor Gamec inquired about the timetable involved with training in Bums
Township. Fire Chief Kapler replied this will hinge on the Burns Township maintenance
building; they are poised to build a new maintenance building, and they should know more about
the timing in the next few weeks. Mayor Gamec asked if burning permits will still be issued in

City Council / July 25, 2006
