Burns Township. Fire Chief Kapler replied that will be the current situation; it will be his
recommendation that there be one issue point for burning permits.

Case #10A: Consider Resolution in Support of Ramsey Express Commuter Coach

City Administrator Norman reviewed that there was a brief discussion at the work session prior
to this meeting with Jo Ann Olsen ofLSA Design regarding an upcoming meeting of the NCDA
to consider bidding for commuter coach service. Staff would like to make a formal request of
NCDA to include bus service in Ramsey; this would be an express service between Ramsey and
downtown Minneapolis. Mr. Norman reviewed the rough draft form of the proposed resolution
and indicated the final resolution will be included in the Weekly Update.

Councilmember Elvig stated this is an opportunity that cannot be passed on.

Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to adopt resolution # 06-
07-237 in support of Ramsey Express Commuter Coach.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Cook, Olson,
Pearson, and Strommen. Voting No: None.

Case #10B: Authorize Sale of City Owned Property to GM Land Company, Inc.

City Attorney Goodrich reviewed that the City has approved the sale of certain City owned
property surrounding the existing City Hall to GM Land Company for residential development
and which property is being platted as Meadow. This is all pursuant to the terms of a Real Estate
Exchange Agreement whereby the City is exchanging its property for land south of the existing
City Hall campus. A sale ordinance is necessary for the sale of the City property. The Exchange
Agreement has not been finalized, but is close, pending resolution of certain land title issues.
The sale ordinance was introduced at a previous meeting. Staff would like to have the sale
ordinance now adopted so that the transaction can be finalized.

Councilmember Elvig stated it should be on record that the intent with this sale is to better align
the property across from the existing elementary school for use as a future site for a school.

Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Ordinance No.
06-23 authorizing the sale of City owned property to GM Land Company, Inc.

A roll call vote was performed by the Recording Secretary:

Mayor Gamec: aye
Councilmember Cook: aye
Councilmember Elvig: aye
Councilmember Jeffrey: aye
Councilmember Olson: aye
Councilmember Pearson: aye
Councilmember Strommen: aye

City Council / July 25, 2006
Page 17 of20
