Motion carried. Mayor Gamec directed staff to contact the School District, as he has been informed they are negotiating for property south of the school for expansion. Case #11: Report from Personnel Committee 1) Consider Ending Probationary Period for the Support Services Sergeant Assistant City Administrator Nelson stated effective January 1, 2006, Investigator Jeff Katers was promoted to Support Services Sergeant. Mr. Katers has successfully completed the required six-month probationary as the Support Services Sergeant and the Police Chief recommends retaining Mr. Katers as the Support Services Sergeant. The Personnel Committee recommended the City Council adopt the proposed resolution ending the probationary period for Jeff Katers and granting status as a full-time regular Support Services Sergeant. 2) Consider Adoption of HIP AA Privacy Policy Assistant City Administrator Nelson explained the administrative simplification standards required under the Health Insurance Portability and Accountability Act (HIP AA) include two components that apply to the City of Ramsey: privacy rules and electronic security rules. The City of Ramsey is subject to the HIP AA privacy rules because it sponsors a health plan that has a health reimbursement arrangement (HRA) that is administered by a third party. The HIPAA Privacy Policy is included in the Council's packet. The recommendation of staff and the Personnel Committee is that the policy be adopted by City Council. Motion by Councilmembers Cook, seconded by Councilmember Olson, to ratify the recommendation of the Personnel Committee in Case Nos. 1 and 2 and to adopt a Resolution #06-07-238 ending the probationary period for Jeff Katers and granting status as a full-time regular Support Services Sergeant; and to adopt Resolution #06-07-239 adopting the City of Ramsey's HIPAA Privacy Policy. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, Pearson, and Strommen. Voting No: None. Case #12: Report from Finance Committee 1) Contract with Lobbyist Bonnie Balach Councilmember Strommen stated the Finance Committee met Lobbyist Bonnie Balach. The case before the Committee was to consider obtaining Ms. Balach's further lobbying services this year, and to enter into a contract with a not-to-exceed amount of $5,000. The two components of Ms. Balach's work would relate to Tax Increment Financing for the Sunwood Grand project and removing the site specific language that was included with the Port Authority legislation in the last legislative session.
