<br />the contract for Ms. Balach for lobbying services on behalf ofthe City in a not-to-exceed amount <br />of $5,000. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Elvig, to ratify the <br />recommendation of the Finance Committee in Case No.1 and to adopt Resolution #06-07-240 <br />authorizing the contract of Ms. Bonnie Balach for lobbying services on behalf of the City in a <br />not-to-exceed amount of $5,000. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Elvig, Cook, Jeffrey, <br />Olson, and Pearson. Voting No: None. <br /> <br />2) Meeting with Property Owner at 14720 Germanium Street Regarding $6,000 <br />Water Bill <br /> <br />Councilmember Strommen stated the Finance Committee met with Ms. Smith, the property <br />owner at 14720 Germanium Street, regarding the large water bill she received. The homeowner <br />had failed to winterize her irrigation system and the pipes burst, resulting in a $6,000 water bill <br />by the time the problem was caught. Ms. Smith met with the Committee previously with Sgt. <br />Phaney, a representative of the Armed Services. Sgt. Phaney had questions and wanted to go <br />back for further information, and he presented his findings to the Committee at this meeting. <br />Sgt. Phaney looked at what could have flowed through a broken pipe, and also looked at weather <br />information. He believes the pipes froze sometime in the fall, not in January after the last <br />Connexus reading. He had questions about the timing of the pipe freezing, and questioned if the <br />problem could have been discovered earlier. He requested additional information about the <br />City's contract with Connexus, which will be provided by Finance Officer Lund. The <br />Committee had questions regarding the zero reading recorded by Connexus in January, and <br />directed Utilities Supervisor Nelson to look into the readings for the surrounding houses on this <br />street to determine if there were other zero readings as well. The Committee also wanted to <br />review the contract with Connexus, and whether there is language regarding who holds <br />responsibility. Information will be provided to the Council once the Committee receives more <br />answers. <br /> <br />3) Authorization for Acquisition for Future Northwest Metro Corridor River <br />Crossing (Boike Properties) <br /> <br />Councilmember Strommen stated the Committee asked staff to include this authorization request <br />for acquisition of the Boike property on the agenda of the next Committee meeting. The <br />Committee did not want to proceed without the timetable of earnest money included, which was <br />discussed at the last Council work session; the amended purchase agreement will be brought <br />forward at the next Committee meeting. <br /> <br />City Administrator Norman informed the Council that the County voted in favor of the joint <br />powers agreement this morning. <br /> <br />City Council / July 25, 2006 <br />Page 19 of 20 <br />
