Minnesota Statutes 1996, section 410.10, subdivision 2;s amended <br />to read: <br />Subd. 2. (ELECTION NOTICE; PUBUCATION.) The notice of election shall <br />contain the complete charter and shall be published once a week for two <br />Successive weeks in the official newspaper of the city, or if there be none, in a <br />legal newspaper of general circulation in the city. In every city of the first class, <br />the publication shall be made in a newspaper having an aggregate regular paid <br />circulation of at least 25,000 copies. The governing body may in addition thereto <br />publish the notice in any other legal newspaper published in the city. The <br />governing body may make reasonable exoenditures from oublic funds for the <br /> <br /> <br /> <br /> <br />judgment when voting on the proposed charter or charter amendment. <br />Sec. 3. Minnesota Statutes 1996, section 410.12, subdivision 1, is amended <br />to read: <br />Subd. 1. [PROPOSALS.] The charter commission may propose <br />amendments to such charter and shall do so upon the petition of voters equal in <br />number to five percent of the total votes cast at the fast previous state general <br />election in the city. If the city has a system of permanent registration of voters, <br />only registered voters are eligible to sign the petition. Prior to circulation of the <br />petition. the text of the oroposeQ amendment shall be submitted to the charter <br />
