Y PROCEDURES <br />By: Jo Thieling, Deputy City Clerk <br /> <br />Background: <br /> <br />Following this cover sheet is a case that was presented to the City Council on Tuesday, January <br />13, 1998, entitled "Consider Authorizing City Effort to Seek Amendments to State Statutes <br />Relating to Charter and Charter Amendment Statutory Procedures". <br /> <br />Council is being asked to adopt a resolution of support for State legislation amending certain <br />State statutes relating to Charters and Charter amendment procedures. This would permit city <br />councils to schedule all amendment referendum elections on general election days; specifically <br />allow city councils to expend public funds advising voters of relevant facts relating to Charter <br />amendment questions; require Charter amendment circulators to present their proposed <br />amendment to the City's Charter Commission for review and comment prior to circulating the <br />petition; and clarify that Charters and Charter amendments are "official controls" as defined by <br />statute and as such must be in compliance with the City's comprehensive plan. <br /> <br />Chairperson Peterson is planning to attend the City Council meeting and will report their action <br />at your meeting. <br /> <br />City Attorney Goodrich will not be available for the Charter Commission meeting, however, <br />Mayor Gamec is planning to attend. <br /> <br />Commission Action: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />Acting City Administrator <br /> <br />City Attorney <br /> <br />Charter: <br /> <br />01/15/98 <br /> <br />/jmt amend. doc <br /> <br />I <br />
