Case #2

ALPINE PARKS CONSTRUCTION STATUS
By: Mark Boos, ParkslUtilities Supervisor

Background:

As the Commission is aware, City Council has awarded the bid for Alpine Park's first phase of
construction to Forest Lake Contracting. The $323,691 contract will include the park access
drive, parking lots with concrete curb, ballfields with backstops and sod infields, soccer/football
field, and creation of additional wetland west of the existing pond.

All athletic fields will be irrigated and are expected to be completed this fall. The additional
wetland component of this project is intended to fulfill two goals; the first is creation and
enhancement of wildlife habitat - a common concern of all of the residents that contributed
comment on the park and subdivision project. The second goal is that the resulting wetland
"credits" will then be available for municipal road and economical development projects.

Observation:

The only significant portion of this activity that is not expected to be completed this fall is the
sodding of the baseball field infield areas.

By using good judgment, the ballfields should be useable for limited play in .1998. This could be
described as: 1) not allowing play until the less intensive game season (versus the practice
season a few weeks earlier in the spring); 2) scheduling these newly seeded fields for use by
younger players; and 3) possibly minimizing the use of spiked footwear.

Unfortunately, the soccer field will probably not be suitable for spring play. Fortunately, the
creation of four additional baseball fields should provide more area for soccer, Le., Ramsey
Elementary School and Central Park.

The Howard R. Green Company has been hired by the City to assist with project inspection and
staking. Meeting minutes from our September 22, 1997 pre-construction conference are
enclosed for your information. Page 7 highlights the project's anticipated schedule. Grading
will begin the week of October 6, 1997.

Commission Action:

None required.

Reviewed by:

ParkslUtilities Supervisor

P &R: 10/9/97

MB/kas

sharedlpark/97parlcagj/ocllalpinepk.doc

q
