Graham indicated that the materials for the fence, seed, ag lime, and erosion control mat are
detailed in the specifications. The only requested "Or Equal" was for the erosion control mat.
Graham discussed this with the group and it was decided that Enkamat was an approved equal
for the North American Green Mat C-350.

Discussion then centered on turf establishment for the project. Jankowski and Boos indicated
that they will talk to Houle regarding the type of seed they want on the boulevard area
disturbed by the watermain installation. Graham reiterated that on this project, a combination
of sod and seeding will be completed as outlined in the specifications.

Pay Estimates will be prepared by Graham and Roger Bialke, the Project Inspector, and
provided to the City. Jankowski indicated that pay requests must be provided to his office on
the first day of each month and that pay estimates will be approved by the City Council on the
fourth Tuesday of each month. Graham indicated that it is likely that only three or four pay
estimates will be needed for this project and that fInal payment will not occur until Spring
1998.

Working hours within the City are from 7:00 a.m. to 10:00 p.m. Vollhaber indicated his hope
that all work except for the sodding will be completed this year, but indicated that this schedule
will be reviewed as weather dictates.

Graham. summarized by saying that fIeld review of this project will be very important as there
may be slight modifications needed which are obvious during construction staking. Bialke,
Boos, Graham, and Jankowski will all periodically visit the site to discuss this project.
V ollhaber indicated that he will notify all parties when construction staking is needed so that a
meeting can be held in the field.

Dave Chmielewski, Ramsey Assistant Engineer, discussed features of the parking lot
improvements and provided a sketch of locations of the handicapped parking stalls and ramps
to the bike trail. This issue will also be discussed in the fIeld during construction.

Preconstruction Conference Minutes Page 4

13
0:\proj\800560\560-2509 .sept
