<br />Sketch Plan Review: Deal Commercial Center <br />October 2, 1997 <br />Page 2 of3 <br /> <br />There IS a pre-existing private easement running north and south through the center of <br />this plat that provides highway access to the Tiller Corporation to the north. There is no <br />public interest in retaining this easement and it remains an issue between property <br />owners. <br /> <br />4. Drainage and Utility Easements. A triangular sedimentation pond having an area of <br />. approximately 7,000 square feet currently exists in the northwest comer of the underlying <br />Lot 1 (pro Sporting Goods site). It is Staff's understanding that the current pond needs to <br />be filled to accommodate a future expansion of the Pro Sporting Goods facility. An <br />analysis should be performed and an area should be dedicated for the replacement and <br />expansion of the current sedimentation pond. The drainage plans will be reviewed on an <br />individual basis as each of the 2 vacant lots are developed. <br /> <br />In accordance with City Code, the standard drainage and utility easements are provided <br />around the perimeter of each lot. If there are plans to expand the Pro Sporting Goods <br />facility to the west, the 10 foot drainage and utility easement proposed to be dedicated on <br />the west side of the Section line within the. confines of Lot 1 is not necessary and would <br />be a hindrance to future building expansion. In addition, the developer should apply for <br />an easement vacation of the existing drainage and utility easement on the east side of the <br />section line to facilitate future building expansion. <br /> <br />As noted at the time Deal Industrial Park was platted, there is the potential for Mn/DOT <br />to acquire access rights on T.R. #10 in the future. In the event this becomes a reality, the <br />City should be planning for alternate access and therefore required a 40 foot wide <br />easement along the north plat boundary of Deal Industrial Park to facilitate a future <br />service road. That 40 foot wide easement should be carried through onto this plat. <br /> <br />5. Storm Water Management Fee. The City has established a stonnwater management <br />fund at a rate of $3,500 per acre for commercial plats. In this case, the underlying Lot 1 <br />of Deal Industrial Park should "be exempt from the tota11and calculation in computing the <br />amount of stormwater management fees due on this plat. <br /> <br />6. Park Dedication. The plat will be reviewed by the Park Commission on October 9, 1997 <br />for park dedication requirements. It is anticipated that park dedication will consist of a <br />cash payment for the 2 new lots created. <br /> <br />~ <br />
