GOODRICH, CITY ATTORNEY <br />MUSA BOUNDARY <br />May 21, 1997 <br /> <br />RE: <br /> <br />DATE: <br /> <br />At the council meeting on April 8, 1997, in response to some <br />confu~ion and debate, I was directed by motion to determine where <br />the Metropolitan Urban service Area ( "MUSA") boundary is in the <br />City of Ramsey. <br /> <br />In preparation for this memorandum I have: <br /> <br />1. Reviewed the Metropolitan Council's file on the city's <br />1995 Comprehensive Plan Amendment; <br /> <br />2. .Met with Robert Davis, Metropolitan Council senior <br />Planner; <br /> <br />3. Met with Terry Hendriksen, Ramsey interested resident; <br /> <br />4. Met with Ryan Schroeder and Jim Gromberg, Ramsey Staff <br />members; <br /> <br />5.. Reviewed the Ramsey 1995 comprehensive Plan Amendment <br />files; <br /> <br />6. Reviewed Michael Nixt' s compilation of selected data <br />related to the Comprehensive Plan adoption and <br />establishment of the MUSA boundary, presented to the city <br />council on April 8,. 1997. Mr. Nixt is an interested <br />Ramsey resident; <br /> <br />7. Reviewed Kennedy & Graven's April 3, 1997 legal opinion <br />concerning the adoption of the city's 1995 Comprehensive <br />Plan. <br /> <br />The city's 1993 comprehensive Plan Amendment ("Plan Amendment") was <br />first submitted to the Metropolitan Council in October, 1993, which <br />submittal was formally approved by the Gity council on November 9, <br />1993. The next formal action by the city council on this Plan <br />Amendment was on January 10, 1995 when the Plan Amendment was <br />approved. Between November 9, 1993 and January 10, 1995 city Staff <br />presented several submittals to the Metropolitan Council including <br />various maps showing different MUSA boundaries. These submittals <br />included a March 11, 1994 revised version of the Plan Amendment. <br /> <br />f <br />
