i-

Ramsey city council
Page 3
May 21, 1997

Robert Davis reports that the Metropolitan council has accepted and
adopted as Ramsey's MUSA boundary, the boundary as shown on Exhibit
"B". Mr. Davis has concluded that Exhibit "B" is a reasonably
accurate depiction of the MUSA boundary as outlined on Attachment
2. The Metropolitan Council also reports the Exhibit "B" MUSA
boundary on its official published maps.

Ramsey Staff confirms that the developable acreage contained within
the 1995 MUSA expansion is consistent with the 442 developable
acres approved by the Metropolitan Council in the Plan Amendment.

With the exception of an approximate seven acre parcel, Exhibit "B"
shows the same boundary presented to the city council in an April
24, 1995 memorandum from the city Administrator, attached as
Exhibit "C". At that time, no city council member voiced objection
to the city Administrator regarding the MUSA boundary depicted on
Exhibit "B".

Based upon the above, I have concluded that the MUSA boundary is
that as shown on Exhibit "B". This conclusion, if accepted by the
city council will require deletion from the MUSA of an approximate
seven acre parcel lying west of Highway 47 which parcel is PIN 14-
32-25-44-0002.

In order to confirm for the record, the MUSA boundary, the Council
should adopt the following motion:

Motion to confirm that the city of Ramsey Metropolitan
Urban service Area (MUSA) boundary is as shown on the
attached map labeled Exhibit "B".

10
