,e~h;b;+

.. ,.
L

..

,'"

MEMORANDUM

DATE:

Apri124, 1995

TO: Mayor and Councilmembers ,

FROM: Ryan R. Schroeder, City Administrator

SUBJECT: Comprehensive Plan Maps

As Council ii aware, the City submitted a Comprehensive Plan amendment to the
Metropolitan Council in November 1993. This was approved by the Met Council in
January 1995, after significant delays.

The map depicting the new Urban Service Area has now been prepared and is hung in the
Council Chambers. Enclosed, herein; is an 8-1/2 x 11 copy ofthis map for your files.

Due to the recent controversy over the urban service district, I have also enclosed maps
from Comprehensive Plans from 1980, 1988 and 1990. In 1980, the Urban Service Area
was basically south of 153rd and east of Sunfish Lake Boulevard (with minor variances
beyond that area). That area was expanded in 1988 to Armstrong Boulevard where it has
stayed ever since. By 1988, the area actually available for sewer was up to the Ramsey
Elementary School. This was expanded in a westerly direction in 1990 for the Wood
Pond housing developments which were built in 1991 and 1992.

The 1993 expansion allows for development of the Kurak, Scroggins and Barthold farms,
as well as Willow Ridge, surrounding property and the 60 acres west of Stanhope
Terrace. The other possible housing tracts are the Tiller property west of the landfill, and
the City property north of the landfill (north of 153rd). The balance is industrial in
nature. At a rate of 180 homes/year, this land, plus existing inventory, is expected to last
seven years.

/jmt

r

.'

I

[

...
t
l

r
L

[

-

L

r
, I

r

r
i

[
-
L
[
L
r
!
~
[
[
r
~
1'3 [
