<br />~ <br /> <br />i <br />I <br />..... <br /> <br />J <br />J/4 <br /> <br />.. <br /> <br />... <br /> <br />ORDINANCE NO. 97-___ <br /> <br />CITY OF RAMSEY <br />Anoka county, Minnesota <br /> <br />AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON THE SUBDIVIDING <br />OF LAND WITHIN A PART OF THE CITY OF RAMSEY, ANOKA COUNTY, <br />MINNESOTA. <br /> <br />The city of Ramsey Ordains: <br /> <br />SECTION 1. AUTHORITY. <br /> <br />This Ordinance is adopted pursuant to that authority granted <br />to the city by MSA 9462.355, Subd. 4, entitled "Interim Ordinance." <br /> <br />SECTION 2. PREAMBLE AND PURPOSE. <br /> <br />WHEREAS, the city council finds that certain elements of its <br />comprehensive Plan relating to residential development density and <br />the impact of new residential development on existing neighborhoods <br />requires further study in order to implement appropriate <br />performance control standards; and <br /> <br />WHEREAS, the city council finds that additional planning <br />studies need to be made concerning the advisability of including <br />within its Comprehensive Plan legally defensible controls for <br />regulating community appearance and design standards; and <br /> <br />WHEREAS, the City council finds that the environmental <br />component of the city's comprehensive Plan may require further <br />study to determine the impact of residential development density on <br />the city's environmentally sensitive areas; and <br /> <br />WHEREAS, the City council finds that an interim ordinance <br />placing a moratorium on the subdividing and platting of land within <br />all areas of the City, except those specifically excluded below, is <br />necessary to study the above issues and in order to protect the <br />planning process and the health, safety and welfare of the citizens <br />of Ramsey. <br /> <br />SECTION 3. STUDIES. <br /> <br />The city council hereby directs its city Staff to advise it as <br />to the estimated expense and sources of funding for the Compre- <br />hensive Plan amendment studies identified above and to report to <br />the city council within 30 days its findings, at which time the <br />city council will order said comprehensive Plan studies. In <br />addition, staff shall advise the city council as to what other <br />development studies are appropriate in order to accomplish the <br />purposes of this ordinance. The studies ordered pursuant to this <br />ordinance shall make recommendations to the city council for the <br />adoption of policies, procedures and ordinance amendments relating <br />to the Comprehensive Plan amendments referenced above. <br />
