<br />Case #4 <br /> <br />RECOMMEND PARK DEDICATION FOR <br />AEC ENERGY PARK THIRD ADDITION <br />By: Mark Boos, ParkslUtilities Supervisor <br /> <br />Background: <br /> <br />As the attached Planning Commission case details, Anoka Electric Cooperative is platting four <br />(4) additional lots in their Energy Park. Proceeds from a cash contribution to satisfy park <br />dedication would be used either for the park area (undeveloped) south of County Road #116 (east <br />of ABC's facility), for Peltzer Park, for the connecting trails in this same vicinity, or perhaps for <br />Alpine Park. The cash rate for commerciaVindustria1 property park dedication is currently 5% of <br />fair market value, or $1.00 per square foot. <br /> <br />Observation: <br /> <br />While not a park dedication issue, it is apparent that a transportational trail should be considered <br />for along County Road #56. As the Commission will recall, the "on-road B" trail (within the <br />right-of-way - but separated from traffic by a boulevard) is shown on the City's Park and Trail <br />Plan map, usually on significant collector streets and in the urban area. An on-road B trail is not <br />shown in this vicinity. The last time the map was updated was in 1994. In addition, more <br />eventual destinations at the south end of County Road #56 are now known, (i.e. Burger King <br />restaurant [across from Holiday Gas Station] and Anoka County's Mississippi West Park [now a <br />part of the Metropolitan system]). In addition to the above, the County Road #56 and #57 <br />corridors are expected to be the most traveled routes to access the future Mississippi River trail <br />system. <br /> <br />It is for these reasons Staff is recommending a paved trail be considered or constructed <br />concurrent with development activity between County Road #116 and 143rd Avenue N.W. <br />adjacent to County Road #56. <br /> <br />It is also recommended that park dedication be satisfied by a cash payment to the Marble <br />Recreation District. <br /> <br />Enclosed for your information: <br /> <br />June 3, 1997 Planning Commission Case <br />Site Location Map <br />May 28, 1997 Staff Review Letter <br /> <br />17 <br />
