Schroeder, city Administrator <br /> <br />Background: <br /> <br />At the April 22, 1997 meeting, Council authorized $50,000 in <br />expenditures toward a new Comprehensive Plan. The dollars include <br />$20,000 in CDBG, 20,000 in MNRRA, and $10,000 in General Fund <br />dollars. At the same meeting, Council directed that staff receive <br />quotes from three firms interested and qualified to do the work. We <br />requested quotes from the firm of Dahlgren, Shardlow, and Uban. We <br />also requested quotes from HKS and Associates and Hoisington <br />Koegler Group. We expect that all three proposers will have <br />provided submittals by May 21, 1997. If this is in fact the case, <br />the proposals will be submitted as inserts within your agenda <br />materials. <br /> <br />We had originally intended to recommend authorization of a contract <br />with one of the above three firms at your meeting of May 27, 1997. <br />However, it now seems most appropriate to schedule a special <br />meeting at you earliest convenience in order to conduct an <br />interview process. We would ask for a date to set aside for that <br />purpose at this time. <br /> <br /> <br />On March 25, 1997, Council introduced an ordinance proposing a <br />moratorium against future residential subdivision development. <br />This was adopted for a thirty day period at the April 8, 1997 <br />meeting, taking effect on May 12, 1997 (expiring June 10, 1997). <br />During the thirty day moratorium, 'it was directed that staff <br />clarify the question of the official map of the City (including the <br />exact Metropolitan Urban Service Area boundary). Attorney.Goodrich <br />has met with staff of the Metropolitan Council and his Memor~ndum <br />and MUSA boundary opinion is enclosed. Council will need to <br />consider whether or not to extend the moratorium ordinance and in <br />...,hat form and duration that extension should occur. A new <br />moratorium ordinance is also enclosed for your review which <br />ordinance would exclude all commercial/industrial development <br />outside of the MUSA boundary and exclude all new residential <br />development for up to a one year term. <br /> <br />Council Action: <br /> <br />Motion to direct a process within which to select a consultant to <br />initiate a new Comprehensive Plan. <br /> <br />-~nd- <br /> <br />Motion to ratify receipt of the City Attorney report on the <br />question of the Urban Service Area boundary. <br /> <br />& <br />
