Within the district there are currently <br />approximately 330 residential lots of record. Additional lots are expected to be developed in the <br />near future beginning with the 127 lot Apple Ridge Subdivision. Currently the only dedicated <br />park property within the district is a small amount of land on either side of the County ditch <br />within the Oakwood Hills and Red Oak Estates subdivisions. <br /> <br />Within the Parks Comprehensive Plan a large community park is envisioned adjacent to TH47 <br />north of 160th Avenue. Within the Apple Ridge subdivision there has been some discussion of <br />receipt of the approximate five acre parcel at the northeast comer of the subdivision in lieu of <br />park dedication payments (or portion thereof). The park dedication expected from the Apple <br />Ridge subdivision at 127 lots is $111,125. The current park dedication available from past <br />subdivision development within the park district is $1965. <br /> <br /> <br />We have been negotiating with the owner of a 83 acre parcel north of the County ditch adjacent <br />to TH47 toward purchase of the designated community park. This property has access off 163rd <br />Lane to the west and the TH47 frontage road off 160th Lane to the south. The County has valued <br />the property for payable 1998 at $160,648. We have negotiated a tentative purchase agreement <br />at $154,800. We are told that this agreement will be signed and submitted to the City by June <br />24, 1997. Soil borings have been completed on the property by the owner. Ten borings were <br />taken with ground water ranging from between one foot and sixteen plus feet of the ground <br />surface elevation. Average ground water depth is at about six feet. Given that, the property <br />would have some corrections necessary in order to provide for housing but it makes a nice park <br />parcel. However, the current asking price appears to be $41,710 (plus costs and pro rated taxes) <br />above available revenues to complete the purchase. <br /> <br />The Park Commission considered the two identified options for park property within the Oak <br />District at the May and June Commission meetings. At both meetings the consensus was to <br />attempt to acquire the community park parcel as opposed to providing for a small neighborhood <br />park within the Apple Ridge subdivision. Within the proposed 1998 - 2003 Parks CIP there is a <br />proposal to provide for this purchase in the near term with a reimbursement of the revenue <br />shortfall from the General Fund or some other fund. It happens that the park dedication fund has <br />sufficient assets to provide for this purchase at this time (assuming that the Apple Ridge <br />Subdivision provides for the bulk of necessary funds). <br /> <br />Council Action: <br /> <br />Motion to authorize the purchase of an 83-acre park parcel contingent upon receipt of park <br />dedication funds from the Apple Ridge subdivision. <br /> <br />Reviewed by: <br /> <br />Ci ty Administrator <br /> <br />CC: 06/24/97 <br /> <br />145 <br />
