The City obtained permission to enter the property to perform the construction
with the understanding that the Blumes would be compensated for the permanent easement
occupied by the sanitary sewer interceptor and for the temporary easement disturbed by the
construction activity. The Blumes have agreed to a compensation formula of $1,000 per
acre for the permanent easement over the sanitary sewer and $500 per acre for the area
outside the permanent easement disturbed during the construction. In addition, the Blumes
have asked for the replacement of trees lost during construction with DNR purchased trees.
A summary of the compensation is as follows:

Permanent Easement
Temporary Easement
Tree Replacement

0.6 acres
1.4 acres

$1,OOO/acre
$500/acre
Lump Sum

$600
$700
$500
$1,800

TOTAL:

Recommendation:

It is my opinion that the above compensation is reasonable and I recommend easement
acquisition under these terms.

Committee Action:

Motion to approve easement acquisition.

Reviewed by:

City Administrator
Finance Officer
City Engineer

FC: 11128195
leer
