While he found that several communities do not charge residents, most of them charge a minimal fee for residents or the same amount across the board In most instances, regardless of who requests the report, the insurance company should reimburse the cost of the request. The minimal charge for the resident fee is just that - an estimated average cost of taking the request, locating the report, and making the copy, which includes copy machine costs for depreciation etc.) As an aside, we contacted the Metropolitan Council regarding the charge for sewer availability charge for 1996 and they indicated that it will be reviewed by the board in early December and information will be distributed at that time. There will be an increase and it is anticipated that even with the late approval (normally takes place in September of each year) the increase will be effective January 1, 1996. Staff Recommendation: Amend as appropriate and either approve or provide additional direction to staff. Committee Action: Motion to recommend that Council approve the amendments to the 1996 Schedule of Rates, Fees and Charges by adoption of the attached resolution.
