<br />Site Plan Review: Northern Airgas <br />October 16, 1997 <br />Page 2 of 4 <br /> <br />Accessory Building: City Code restricts accessory buildings to 30% of the size of the principal <br />building unless Council approves otherwise. The accessory building in this case is 39% of the <br />area of the principal building. It is evident from the site plan that the accessory building is not <br />intended to house a separate principal use on the property and staff therefore recommends <br />approval of the size deviation. <br /> <br />Utilities: The facility will be served by sanitary sewer and municipal water. It is staffs <br />understanding that the facility will discharge an industrial effluent and therefore a permit from <br />MCS is required. The applicant shall submit information on the discharge to the City including <br />the water consumption anticipated and the quantity and quality of the effluent discharged to the <br />City's sanitary sewer system. <br /> <br />Setbacks: The proposed structure meets or exceeds the 40-foot front yard, 35-foot rear yard and <br />20-foot side yard setbacks established in the Industrial District. <br /> <br />Landscaping and Screening: In accordance with City Code, a 20 foot wide green space is <br />provided along Radium Street N.W. The site plan has also been drafted to provide the <br />opportunity for a 20 foot wide green space along the south property line in the event McKinley <br />Street is ever extended to the east. The landscape plan proposes the establishment of <br />approximately 38 trees and 57 shrubs at various locations on the site. <br /> <br />City Code states that loading docks should be on the rear wall of buildings. The intent is to not <br />have loading dock activity visible from the public right-of-way. Because of the nature of this <br />business, numerous truck ports are required on the principal building and on the accessory <br />building. Staff is recommending to the Planning Commission and City Council that the site plan <br />be approved with truck ports and loading areas as proposed provided that the tree screening along <br />Radium and in the southeast corner of the site is intensified. Some berming in combination with <br />tree screening in the southeast corner of the site would also be advisable. This may be <br />particularly significant if the eastward extension of McKinley Street is ever realized. Installation <br />of an irrigation system is required under the covenants of the Business Park 95 Addition and will <br />protect the investment in landscaping. <br /> <br />The proposed site plan provides for the 10% minimum green space area required under the <br />Business Park 95 covenants. However, there doesn't appear to be any proposal to treat the areas <br />on the southeast and north sides of the property. A proposal should be made to, at a minimum, <br />restore disturbed areas after grading. <br /> <br />, I <br />
