<br />CASE # t.83 <br /> <br />ADOPT ORDINANCE AMENDING SUBDIVISION ORDINANCE TO <br />REQUIRE IMPACT FEES FOR ARTERIAL STREETS <br />By: Jessie Hart, Finance Officer and <br />Bill Goodrich, City Attorney <br /> <br />Background: <br /> <br />On May 23, 1995, the Road and Bridge Committee presented a recommendation to <br />implement a transportation impact fee for developers. The City Council approved the <br />recommendation. This fee would be utilized to offset costs for arterial street improvements <br />including accesses and signalization where necessary that were caused by new <br />development. The fee structure was adopted at that May 23 meeting; however, there was <br />not an ordinance in place that would allow such a fee. <br /> <br />On November 14, 1995, City Attorney Goodrich presented an ordinance establishing a <br />developmental assessment fee on all new subdivisions. Council introduced such ordinance <br />at that time. Mr. Goodrich also disseminated a memorandum (enclosed) to Council that <br />noted a resolution that would be presented at this evening's meeting entitled "Resolution <br />establishing a building permit fee for all non-residential building permits and certain <br />residential building permits issued within the City of Ramsey". The memo also stated that <br />the ordinance and resolution would be more thoroughly reviewed by the Road and Bridge <br />Committee and Council at tonight's meeting. All the information is included with this case <br />for further review and both the ordinance and resolution are being presented to Council for <br />formal adoption. <br /> <br />Council Action: <br /> <br />Motion to recommend Council adopt Ordinance #95-XX establishing a developmental <br />assessment fee on all new subdivisions. <br /> <br />-and- <br /> <br />Motion to recommend Council adopt Resolution #95-11-_ establishing a building permit <br />fee for all non-residential building permits and certain residential building permits issued <br />within the City of Ramsey. <br /> <br />Reviewed by: <br /> <br />Finance Officer <br />City Attorney <br /> <br />R&B: 11/28/95 <br />
