Town Center. The primary principles within this manual are to encourage a pedestrian
friendly environment and high quality design. The following architectural features are
listed within this manual:
1) Articulated front facades with projections and recesses;
2) Usage - -of pedestrian scale features like decorative light fixtures and canopies and
pedestrian scale windows;
3) Usage of a variety of color, texture, and materials;
4) A continuous building edge for the majority of the street frontage;
5) Transparency of windows at street level.
Your plan is deficient in addressing numbers 2 and 4, mostly due to the location of the
building on the site. Furthermore, it is unclear what materials are proposed to be used to
construct the building or for the windows. Please submit corrected building elevations
that indicate the accurate elevation sides, and a color elevation indicating precise building
materials and colors.
Drive -Thru: Drive -thru facilities are allowed by conditional use in the TC -2 business
district. The negative impacts of the drive -thru and aisle should be mitigated through a
combination of berming, fencing, and landscaping, as referenced in this letter.
Pedestrian Orientation- Town Center guidelines specify that all development shall give
consideration to the pedestrian realm in order to encourage walkability and transit use.
The setbacks proposed from West Ramsey Parkway and Armstrong Boulevard are in
conflict with this purpose. Please submit a revised site/landscaping plan that indicates a
significant effort through the following techniques to increase the pedestrian scale from
the sidewalk to the site on Armstrong Boulevard and West Ramsey Parkway:
1) Installation of a berm between the property line and the parking/drive areas on
the north and west side of the site.
2) Installation of trees and shrubs to provide a significant screen to the drive
areas, as outlined in the landscaping requirements below
3) Installation of fencing, at a pedestrian scale, along the north and west property
edge
Signage: All proposed signage will require a permanent sign permit. The application for
this permit can be found online at www.ci.ramsey.mil.us. A sign permit will need to be
approved separate from site plan approval.
Waste Storage: All trash receptacles are required to be fully enclosed. Your plan
indicates the location of receptacle to be located on the north side of the building.
Off - Street Parking - Spaces Required: Parking in the Town Center District is intended
to be shared to the greatest extent possible. The standard for parking in Town Center is 3
parking spaces per 1,000 square feet of space, resulting in a total of 46 parking spaces
required for the site. The proposed plan indicates the construction of 58 stalls. The City
only permits an increase of the required parking of 25 %, resulting in a maximum
