Background <br />The City of Ramsey offers employees two health plans through Blue Cross Blue Shield: <br />a 100% coverage health plan, Aware Gold, and a high- deductible health plan. Attached <br />to the high deductible health plan is a health reimbursement arrangement which is funded <br />by a VEBA trust. Monthly, the City of Ramsey, as part of its monthly health insurance <br />contribution to employees, makes a contribution to employees' VEBA accounts. The <br />funds in the VEBA accounts rollover from year to year and may be used to reimburse <br />employees or retirees for out -of- pocket medical expenses. <br />The purpose of the attached joint powers agreement is to authorize the City of Ramsey's <br />participation a joint body, the Retirement Enhancement and Benefit Alternatives Program <br />(REBA), which governs the administration and funding of the VEBA. The REBA is <br />made of up of human resources representatives from member cities and school districts <br />and the group is responsible for acting in the interest of its members on matters such as <br />risk management, administration, expending and receiving funds, entering into contracts, <br />and employing personnel. Recent significant actions of the joint body include <br />purchasing fiduciary liability insurance and hiring an investment advisor. <br />Please note that in the interest of conserving paper, the attached Health Benefits JPA <br />is only being distributed to the City Council and City Administrator in hard copy <br />format.
