Council Member introduced the following resolution and moved for its adoption: <br />RESOLUTION # <br />ADOPTING HEALTH BENEFITS JOINT POWERS AGREEMENT <br />WHEREAS, the City of Ramsey offers employees a flexible spending plan and a <br />high- deductible health plan with a VEBA that are both administered by America's VEBA <br />Solutions; and <br />WHEREAS, whereas America's VEBA Solutions has created a joint body <br />known as the REBA to govern and administer the VEBA; and <br />WHEREAS, it is in the best interest of the City of Ramsey to be a member the <br />REBA and have an active role in governing and administering the VEBA. <br />NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF <br />THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, <br />Confirms the recommendation of the Personnel Committee to do the following: <br />Adopt the attached joint powers agreement which authorizes the City of Ramsey's <br />participation a joint body, the Retirement Enhancement and Benefit Alternatives <br />Program (REBA), which governs the administration and funding of the VEBA <br />trust. <br />The motion for the adoption of the foregoing resolution was duly seconded by Council <br />Member, and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />and the following were absent: <br />Whereupon said resolution was declared duly passed and adopted by the Ramsey City <br />Council this the 22 day of August, 2006. <br />G :1Administration1HumanResources \Benefits \REBA\Consider Adoption of Health Insurance Joint Powers Agreement 8-22-06.doc <br />
