<br />i ' <br /> <br />The Director may impose reasonable conditions upon the issuance of the Permit and the <br />performance of the Applicant thereunder in order to protect the public health, safety and welfare, <br />to ensure the structural integrity of the Right-of-Way, to protect the property and safety of other <br />users of the Right-of-Way, and to minimize the disruption and inconvenience to the traveling <br />public. <br /> <br />Sec. 2.06. Permit Fees <br /> <br />(a) Excavation Permit Fee. The Excavation Permit Fee shall be established by the <br />Director in an amount sufficient to recover the following costs: <br /> <br />(I) the City Cost; <br /> <br />(2) the Disruptive Cost; <br /> <br />(3) the cost of creating and maintaining a mapping system; <br /> <br />(4) the Degradation of the Right-of-Way that will result from the Excavation <br />to take place thereon; and <br /> <br />(5) Restoration, if done by the City. <br /> <br />(b) Obstructional Permit Fee. The Obstruction Permit Fee shall be established by the <br />Director and shall be in an amount sufficient to recover the following costs: <br /> <br />(l) the City Cost; <br /> <br />(2) the Disruptive Cost; and <br /> <br />(3) the cost of creating and maintaining a mapping system. <br /> <br />(c) System Management Permit Fee. -The System Management Permit Fee for high <br />intensity corridors shall be established by the Director in an amount sufficient to recover the City <br />Cost for planning, designing, constructing and maintaining the high intensity corridors. <br /> <br />(d) Payment of Permit Fees. No Excavation Permit or Obstruction Permit shall be issued <br />without payment of such fees before the issuance of such a Permit unless the Applicant shall <br />agree to pay such fees within thirty (30) days of billing therefor. <br /> <br />(e) Computation of Disruptive Cost. The Director shall determine the Disruptive Cost <br />component of the fees for Excavation and Obstruction by using economic and accounting <br />principles. Fees may vary from one location to another based on the size of the area to be <br />Obstructed, the duration that the Right-of- Way or parts of it will be unavailable for public use <br /> <br />18 <br /> <br />72., <br />
