<br />CASE # !5' <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO <br />GRADE AND EXPORT SOILS; CASE OF NORTH FORK, INC. <br />By: City Engineer Steve Jankowski <br /> <br />Background: <br /> <br />On July 21, 1997, the City received an application for North Fork, Inc. to grade and export soils <br />in various areas of the Northfork P.D.D. <br /> <br />The following items are enclosed for your information: <br /> <br />1. Site location map <br />2. Grading Plans <br />3. Parcel search map of properties notified <br />4. Proposed findings offact <br />5. Proposed conditional use permit <br /> <br />Notification: <br /> <br />In accordance with State statute, property owners within at least 350 feet of the subject project <br />areas were notified of the public hearing. The parcel search map of properties notified is <br />enclosed. <br /> <br />Observations: <br /> <br />The first project area is Lots 1, 2 and 3 of Block 1 in the Northfork Highlands addition. The <br />Highlands Proposal consists of excavating approximately 2,000 yards of material within the <br />subject area to better define the "walk-out" building locations. Material excavated would be used <br />to berm along Lot 1 abutting the golf course and to add some material to low spots on the fronts <br />of Lots 2 and 3. No material will be exported from the involved lots. The height of the berm and <br />exact location have not been identified. Although the topographic information submitted cannot <br />verify that drainage patterns will not be altered, the field observation affirms that claim. Because <br />of the close proximity of the proposed grading to the City street and the relatively steep slopes, <br />silt fence should be placed along the right-of-way ofTumberry Tum and Tumberry Court. <br /> <br />The second project area is Lots 3 and 4 of Block 2 in the Northfork Lake addition. The Lake <br />Proposal consists of exporting approximately 13,000 yards of material from the involved lots so <br />as to bring the building sites on the lots closer to the abutting streets. This would result in more <br />open space between homes to be built on these lots and the homes already built on Lots 2 and 5. <br />That the proposed haul route consists of traveling west on Inverness Lane and then westward for <br />a distance of approximately 800 feet, and from there across outlot and golf course to the northern <br />boundary of the Burlington Northern right-of-way, and then onto 153rd Avenue N.W., and then <br />southward to Highway #10. The excavation will cover an area of approximately two acres. No <br /> <br />lft7 <br />
