<br />erosion control has been proposed. The slopes along the neighboring Lots 5 and 2 are steep and <br />subject to erosion. Also, drainage from the excavated area will flow toward the created lake. An <br />erosion control plan for this proposal is recommended. In addition, grading for this parcel should <br />be done in a continuous time frame without interruption. The involved grading proposal was <br />previously approved but the permit lapsed prior to initiation of the project. <br /> <br />The third project area is Lot 1, Block 1 in the Northfork Links 3rd Addition. The Links Proposal <br />consists of exporting approximately '800 yards of material from Block 2 of Itasca Shores to Lot 1, <br />Block 1, Northfork Links 3rd Addition, to construct a 7 foot berm for a distance of 125 feet to act <br />as a noise and sight barrier from traffic on Highway #10. The berm will be planted with trees <br />and shrubs. It should be noted there are currently two similar berm~ which presently exist in the <br />area which are not illustrated on the grading plan. <br /> <br />The fourth project area is Block 2, Northfork Itasca Shores addition. The Itasca Shores Proposal <br />consists of exporting approximately 35,000 yards of material from Block 2 of Northfo'rk Itasca <br />Shores in accordance with the approved grading plan for the plat. Material would exit the <br />Northfork PUD via I 53rd Avenue to Highway #10. Some or all of the material may be deposited <br />on a 30 acre parcel lying south of 153rd Avenue and east of Block 2 as berms. However, the <br />applicant has not indicated the exact location or height of these berms. Additional amounts will <br />be used to berm along 153rd Avenue and 800 yards will be used in conjunction with the Links <br />Proposal. All areas disturbed are proposed to be seeded and mulched. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the request for a conditional use permit for grading, <br />exporting soils, contingent upon defining the limits of the berms to be constructed with the <br />excavated material. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council adopt findings of fact #_ relating to North Fork, Inc.'s <br />request for a conditional use permit for grading. <br /> <br />-and- <br /> <br />Motion to: <br />Recommend that City Council approve/deny North Fork, Inc.'s request for grading and <br />approve the conditional use permit as proposed. <br /> <br />Review Checklist: <br />City Attorney <br /> <br />PC: 08/05/97 <br /> <br />40 <br />
