<br />Site Plan Review: Motel <br />October 16, 1997 <br />Page 2 of 4 <br /> <br />Additionally, the subject property is in the Mississippi River Critical Overlay District <br />where lot coverage is restricted to 30% of the lot area and is defined as including <br />impervious surfaces in addition to structures. The site plan proposaJ reflects an ultimate <br />impervious surface (including the restaurant development) of 55.5%. The previous site <br />plan for a retail center/restaurant proposed an impervious surface of 77%. The applicant <br />did apply for a variance to the 30% lot coverage restriction in the Critical River Corridor <br />and that variance for 77% impervious surface was approved by the City and certified by <br />DNR on September 3, 1996. A copy of the revised plan is being forwarded to DNR for <br />information purposes and to confIrm that the impervious surface will decrease from that <br />which was certified in 1996. <br /> <br />Setbacks: The proposed structure and future expansion meets the 35 foot front, 20 and <br />10 foot side and 35 foot rear yard setbacks. The reduced site plan is difficult to read and <br />staff is requesting verification that the 17.5 foot setback for any activity adjacent to Hwy. <br />#10 is met. <br /> <br />Amount of Off-Street Parking: City Code requires one space for every room and one <br />space for every employee. The ultimate projection the hotel is 89 rooms and 10 <br />employees for a total of 99 parking spaces required. The plan can provide a total of 115 <br />parking spaces. <br /> <br />Design of Off-Street Parking, Driveways, Maneuvering and Loading Areas: City <br />Code requires that all of these areas be paved and finished with B-612 concrete curbing. <br />Although it is assumed, the fmal site plan should clearly identify the use of bituminous <br />pavement and concrete curbing. <br /> <br />Grading and Drainage: It is staffs understanding that the general drainage plan will be <br />similar to that previously approved for the site. It is also staffs understanding that a five <br />foot berm is being proposed between Riverdale Drive and the hotel, which s similar to the <br />previously approved plan. Although these conditions are acceptable to staff, a detailed <br />grading and drainage plan needs to be submitted. <br /> <br />The development will require a permit from the Lower Rum River Water Management <br />Organization. <br /> <br />It <br />
