<br />Site Plan Review: Leblanc <br />October 16, 1997 <br />Page 2 of3 <br /> <br />6. Access: The commercial building is proposed to receive access from 149th <br />Avenue. The covenants required that there be 5 access points onto 149th for the 10 lots <br />in the PUD, which would require each lot to align a driveway on a common lot line with <br />an adjacent PUD neighbor. The lot under review at this time would have to place the <br />driveway on the west lot line in order to be in compliance with the covenants. It is our <br />understanding that the development plan of choice is to develop the lot with the driveway <br />along the east property line. Historically, most of the lots in Pineview Estates PUD have <br />been developed with deviations from the driveway location requirements of the covenants <br />by consensus of the homeowners in the PUD. The development of this property with the <br />driveway alignment as proposed would require providing the City with evidence of the <br />approval of the existing homeowners in the PUD. <br /> <br />7. Off-Street Parking: The covenants requires bituminous or cement driveway and <br />off-street parking for the commercial development on the property. The driveway to the <br />commercial building will be surfaced with bituminous. <br /> <br />8. Architectural Standards: The exterior finish on the building will be vinyl siding <br />like the home, with a brick wainscot on the north wall that faces 149th Avenue N.W. <br /> <br />9. Landscaping. The covenants requires the establishment of 3 rows of pine trees <br />between the residential and commercial use on the property for screening purposes. <br />Accordingly, the site plan proposes 3 rows of minimum 3 foot pine trees spaced 10 feet <br />apart, from the west property line to the driveway edge. Because the effectiveness of the <br />tree screening is interrupted by the positioning of the building with the entrance to it on <br />the north wall versus the east wall, staff is recommending that the tree plantings continue <br />north along the west edge of the driveway until that point where the driveway reaches its <br />narrowest width. <br /> <br />The Planning Commission will be meeting at 6:15 p.m. on Tuesday, October 21, 1997 to <br />consider your site plan. I strongly suggest that you, or your representative, be present at <br />the meeting to answer any questions that may arise.
