. -

CASE # 3

. 4'

~QUEST FOR SITE PLAN REVIEW; CASE OF SHARP AND ASSOCIATES
By: Sylvia Frolik, Zoning Administrator

Background:

The City of Ramsey has received a request for site plan review and approval from Dennis Sharp
of Sharp and Associates. The plan proposes to construct a 73,920 square foot multi-tenant office
and manufacturing building on Lots 3 and 4 of the A.B.C. Energy Park 3rd Addition. The
following items are enclosed:

a) Site location map
b) Site plan
c) City Staff Review Letter dated October 2, 1997

Observations:

The facility is proposed to be constructed in two phases with a zero lot line concept; the first
consists of 41,808 square feet and the second at 32,112 square feet. The ultimate size of the
structure meets City Code lot coverage restrictions. The exterior finish is proposed to be a
combination of rock and smooth face block which is in compliance with City Code. The facility
will be served by municipal water and sanitary sewer. The proposed placement of the building
meets all setback requirements.

The facility will have two accesses onto 143rd Avenue N.W. and an access to the east is
acceptable if Jaspar is ever extended north along the east plat boundary. The westernmost access
on 143rd is too close to the intersection of 143rd and Ramsey Blvd. and should be relocated to at
least 150 feet from the west plat boundary. The design and number of off-street parking spaces,
loading docks, driveways and maneuvering areas is in compliance with the requirement for
paving and curbing.

The site plan provides for the required 20 feet of green space along Ramsey Blvd. and 143rd
Avenue. The Landscape Plan has been reviewed by City Staff and is acceptable.

The submittal is deficient of a waste storage and lighting plan.

Recommendation:

City staff recommends site plan approval contingent upon compliance with the City Staff Review
Letter dated September 30, 1997.

Commission Action:

Motion to recommend that City Council approve the proposed site plan for Sharp and Associates
in A.E.C. Energy Park 3rd Addition contingent upon compliance with the City Staff Review
Letter dated September 30, 1997.

Reviewed by:

City Engineer

PC: 10/07/97

\'1
