<br />. ~ <br /> <br />Site Plan Review: Blatz/Mach 5 <br />October 2, 1997 <br />Page 2 of3 <br /> <br />Utilities: Municipal water and sanitary sewer are not available to the site; it will continue to be <br />served by on site sewer and well. <br /> <br />Architectural Standards: City Code requires a natural or prefabricated stone exterior finish on <br />buildings in the B-3 Highway Business District unless otherwise approved by City Council. The <br />new accessory building is proposed to be frnished with a vertical wood siding and painted. City <br />Staff recommends approval of the finish as proposed because it will match that of the principal <br />building. Under statutory rules, this building is not exempt from architectural plans prepared and <br />signed by an architect <br /> <br />Lighting: The site plan does not identify the addition of any exterior lighting to the site. If <br />lighting is to be added, the fixture specifications are subject to the approval of the City Engineer. <br /> <br />Landscaping: The site was recently paved without the opportunity for a prior review by City <br />Staff. As a result, pavement has been extended to the front property line and the required green <br />space along the highway was not provided. The site plan does not propose the addition of any <br />landscaping to the property. <br /> <br />Off Street Parking - Number of Spaces: City Code requires 3 off-street parking spaces for <br />each service bay and one space for each full-time employee. There are four service bays and four <br />full-time employees; 16 parking spaces are required and although the paved area is not striped, <br />Staff counted off at least 17 parking spaces. <br /> <br />Off Street Parking and Drives - Design: City Code requires all driveways, off-street parking <br />and n:aveled areas of a site to be surfaced with bituminous or concrete and finished with B-612 <br />concrete curbing. A substantial portion of the site was recently paved and except for the south or <br />front property line, the required curbing was omitted. The off street parking area is not in total <br />compliance with City Code. <br /> <br />Drainage: The drainage from the entire site flows toward a sump area in the northwesterly <br />portion of the site just beyond the edge of the bituminous pavement. This drainage pattern will <br />not cause discharge onto any of the adjacent properties. However, it appears that the volume is <br />not sufficient to prevent flooded pavement for larger precipitation events and snow melts. It is <br />recommended that the depressed area be enlarged to the degree possible and that it be turfed and <br /> <br />~ <br />
