W. <br />Ramsey, Mn 55303 <br /> <br />Re: Site Plan Review; Ramsey Schwinn <br /> <br />Dear Rich: <br /> <br />We have received the site plan for the development of a Schwinn bicycle shop on Lot 2 of the <br />proposed plat of Deal Commercial Center. The site plan consists of one sheet prepared by Metro <br />Building Systems, Inc. and is dated September 29, 1997. We offer the following comments: <br /> <br />General: The site plan proposes the development of a 5,000 square foot bicycle sales and <br />service facility on a 1/2 acre lot. <br /> <br />Zoning: The subject property is zoned B-3 Highway Business for which enclosed retail is a <br />permitted use. <br /> <br />Access: Staff is recommending that the subject property (Lot 2) obtain access to Hwy. #10 via a <br />managed access currently existing in the southwest comer of Lot 1 rather than the access shown. <br />This would require private internal easements between Lots 2 and 3 to facilitate incoming and <br />outgoing traffic to these properties. The proposed development agreement for the platting of the <br />property will require verification of the existence of such easements and that they have been <br />recorded at Anoka County. Staff is also recommending that the developer of Deal Commercial <br />Center be responsible for installing a drivelane across Lot 3 to feed into Lot 2 to avoid an <br />interruption in improved access resulting from Lot 2 developing prior to Lot 3. This will require <br />revision to this particular site plan to incorporate a drivelane feeding into the property from the <br />east rather than as shown with a driveway feeding into a non-existent frontage road arrangement <br />along the south property line. <br /> <br />Lot Coverage: Structure coverage in the B-3 Highway Business District is restricted to 35% of <br />the lot. The area of the site is approximately 21,780 square feet; the total square footage of the <br />proposed structure is 5,000 square feet, which is in compliance with the 7,623 square foot <br />structure coverage restriction in this case. <br /> <br />c.o.3 <br />
