<br />1. That on October 14, 1997, Judy Kuemper, hereinafter referred to as "Applicant," properly <br />applied for a conditional use permit to construct an accessory structure on a parcel prior to <br />the principal building. <br /> <br />2. That the applicant appeared before the R~sey Planning Commission for a public hearing <br />pursuant to Section 9.03.04 of the City Code on November 4, 1997, and that said public <br />hearing was properly advertised, and that the minutes of said public hearing are hereby <br />incorporated as a part of these fmdings by reference. <br /> <br />3. That the property generally known as 5420 151st Avenue N.W. consists of two separate lots <br />of record and the Applicant resides on one of the lots and IS proposing to construct an <br />accessory structure on the adjacent vacant lot, referred to above as the Subject Property. <br /> <br />4. That the Subject Property is approximately 3 acres in size. <br /> <br />5. The Subject Property is located in the Metropolitan Urban Service Area (MUSA) and the <br />most northerly extension of it is zoned. R-l Rural Residential and the remainder of the <br />Subject Property is zoned R-l Urban Residential. <br /> <br />6. The surrounding parcels are zoned either R-l Urban Residential or R-l Rural Residential. <br /> <br />7. That Section 9.11.02, Subd. 4 of the Ramsey City Code states that no accessory structure <br />shall be constructed on any lot prior to the time of construction of the principal building. <br /> <br />8. That there is no principal building or dwelling on the Subject Property, but the Applicant <br />resides on the adjacent parcel to the east. <br /> <br />9. That if the Applicant were willing to replat the property into one lot of record, a conditional <br />use permit would not be necessary for the construction of the proposed accessory building on <br />the Subject Property. <br /> <br />10. That the Subject Property, at its current size, is entitled to a total of 2,464 square feet of <br />garage and accessory building space. <br /> <br />11. That the Applicant is proposing to construct a 1,536 square foot metal accessory building on <br />the Subject Property. ". <br /> <br />12. That the Applicant has stated that the purpose of the accessory building is to house personal <br />equipment and vehicles.. " ' <br />, <br /> <br />13. That the Applicant proposes to locate the accessory building approximately 83 feet from <br />front property line, which precludes the accessory building from being located in a rural or <br />urban front yard. <br /> <br />7 <br />
