<br />Public Hearing <br />REQUEST TO REZONE PROPERTY FROM B-2 BUSINESS TO <br />PLANNED UNIT DEVELOPMENT (PUD); <br />CASE OF DPM INVESTMENTS, INC <br />By: Amy Geisler, AICP, Associate Planner <br /> <br />Background: <br /> <br />CASE # ~ <br /> <br />DPM Investments, Inc. has applied for a rezoning from B-2 Business to Planned Unit <br />Development (PUD) on the property located on the east side of Ebony Street just south of the <br />Super Bowl. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Preliminary Plat <br />c) Proposed Findings of Fact <br />d) Proposed Ordinance <br /> <br />Notification: <br /> <br />Property owners within 700 feet were notified of the public hearing. <br /> <br />Observations: <br /> <br />The applicant is proposing to develop 6 twinhome units (3 two-unit buildings) on the subject <br />property. The property is located within the Mississippi River Overlay District, but over 800 feet <br />from the river itself. City Staff is in the process of updating the Overlay District requirements. <br />The draft code and the Comprehensive Plan require all new development in the river corridor to <br />be processed as a Planned Unit Development, in order to allow some flexibility in the design of <br />new development while protecting the river ecology. <br /> <br />The submitted preliminary plat and preliminary site plan meet were evaluated according to <br />current R-2 Medium Density Residential standards for twinhomes. The plan meets all <br />requirements with the exception of lot width. The R-2 District requires a 50-foot lot width, and <br />the plan shows five 40-foot lots and one 44-foot lot. Staff is recommending that the reduced lot <br />width be considered for approval because the proposal is meeting all other lot standards and <br />setback requirements, and because the twinhome buildings will have less bulk and a lower <br />profile than the townhome buildings that were previously proposed for this site. <br /> <br />9 <br />
