The preliminary plat consists of one (1) sheet dated August 7, 2006 prepared by <br />Hakanson Anderson, and the site plan consists of seven (7) sheets dated August 3, 2006. We <br />offer the following comments: <br /> <br />1. General: The subject property is approximately 1.1 acres in size and is located on the east <br />side of Ebony Street N.W., south of Riverdale Drive N.W. and the Superbowl facility. <br />The preliminary plat is proposing to develop 3 two-unit twinhome structures on the <br />property . <br /> <br />2. Zoning: The property is currently zoned B-2 Business; multi-family residential dwellings <br />are not a permitted use in this district. To develop the property with townhomes will <br />require an amendment to the Comprehensive Plan to change the land use from Places to <br />Shop to Medium Density Residential. If approved, the amendment to the Comprehensive <br />Plan would be followed up with a rezoning of the property to Planned Unit Development, <br />in accordance with the Mississippi Overlay District regulations described below. The <br />comprehensive plan amendment and rezoning requests will be considered along with the <br />preliminary plat and site plan. R-2 Residential District requirements will be used to <br />evaluate the plat and site plan. <br /> <br />3. Mississippi River Overlay District: The property is located in the Mississippi. River <br />Overlay District. The City is in the process of updating the regulations in accordance <br />with State rules. Staff has used the draft code to review the proposed subdivision. All. <br />developments projects in this District that include platting the property are required to. . <br />submit a Site Development Plan. However, all multi-family developments are subject to <br />the City's general Site Plan requirement and that Site- Plan will satisfy the Site <br />Development Plan requirement in the Overlay District.
