<br />Preliminary Plat andSite Plan Review: EbonyWoods <br />August 31, 2006 <br />Page 20f6 <br /> <br />should include required information listed in 9.03.08 (Site Plan) of City Code, in addition .. <br />to any application information listed in the Overlay District regulations. The District <br />requireme:qts state that the project shall be developed as a Planned Unit Development, <br />shall preserve 50% of the land as open space, and restrict impervious (rooftop and <br />pavement) to 25% of the lot area (or up to 35% with a Conditional Use Permit). It is also <br />noted that the maximum structure height in the Overlay District is 35 feet. If this/project <br />goes forward, compliance with the Mississippi Overlay District regulations will. have to <br />be demonstrated on the preliminary plat and site plan. <br /> <br />4. Lot Size and Dimensions: The proposed twinhome lots are all 40 feet in width with the <br />exception of Lot 6, which is 44 feet wide. The R-2 Residential District requires 50-foot <br />lots for twinhomes. A reduced lot width may be permitted as part of the pup, if approved <br />by the City Council. All proposed lots exceed the. minimum lot size for twinhomes of <br />7,000 square feet. <br /> <br />5. Density: The subject property is approximately 1.1 acres in size. The Medium Density <br />Residential designation allows for 3-7 units per acre. The sketch plan proposes 6 units <br />which equates to a density of 5.5 units per acre. This density is acceptable if the <br />comprehensive plan amendment and rezoning requests are granted. <br /> <br />6. Setbacks: The R-2 District requires a front yard, side yard, and rear yard setback of 30 <br />feet, 10 feet, and 30 feet respectively. All the proposed units meet these requirements. <br />This parcel is over 800 feet from the Mississippi River. <br /> <br />7. Open Soace/Impervious Surface Requirements: The draft Mississippi River Overlay <br />District regulations require a minimum of 50% open space and a maximum of 25% <br />impervious surface. 35% impervious surface is permitted with a CUP. The site plan <br />shows 71 % open, space in the yard areas for the twinhome units, resulting in 29% <br />impervious surface. As the Overlay District requirements are not yet effective, staff feels <br />the submitted plat . meets the intent of the open space and. impervious surface <br />requirements. It should be noted that current river regulations limit impervious surface to <br />30%, which the plan meets. <br /> <br />8. Architectural Standards: The R-2: Medium Density Residential district reqUIres the <br />following architectural requirements: <br />1) The front fas;ade of structures shall consist of a minimum of 35% brick, stone, or <br />stucco. <br />2) A minimum of three colors shall be used for each structure. Also, an effort should be <br />made to vary colors among structures. A color palette is required as part of the site <br />plan approval and building permit approval process. <br />3) All structures shall include at least 2 of the following items: <br />a. Articulated/cantilevered fas;ade <br />b. Dormers <br />c. Articulated roof line <br /> <br />33 <br />
