6. That the Petitioner's property rights are not impacted by the moratorium except for the <br />temporary term of the Moratorium Ordinance. <br />7. That approval of an exception to the Moratorium Ordinance will be in conflict with the <br />intent of said Ordinance, because the purpose of the moratorium is to provide time for the <br />City to amend deficient performance standards contained in the City's R -1 Residential: <br />Rural Developing district. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />, and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />and the following were absent: <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council <br />this the 11 day of September 2006. <br />ATTEST: <br />City Clerk <br />That approval of an exception to the Moratorium Ordinance will be injurious to other <br />property in the area by allowing a proposed subdivision to proceed under inadequate <br />performance standards which will be amended prior to the expiration of the Moratorium <br />Ordinance. <br />Mayor <br />
