Chairperson Nixt asked if the Commissioners felt the layout of the site was so deficient with <br />respect to the location of the drive thru, that it made sense to have the applicant meet the setback <br />requirement by reconfiguring this site and spinning it in the manner that would not need the <br />variance and put the drive thru on the east side. He stated if that is where the Commissioners are <br />at, then they needed to move in that direction. <br />There were no comments by the Commissioners. <br />Rob Brandwick stated they did show some sections of fence along Armstrong and they were not <br />recommending a continuous fence because of it being a barrier. He asked for some clarification <br />on this. <br />Associate Planner Dalnes responded staff would work with them regarding this issue. <br />Commissioner Van Scoy asked if it was necessary to have the drive -thru contiguous to the bank. <br />He asked if it could be set apart from the bank. <br />Rob Brandwick responded physically it was possible, but there would still be some function <br />issues with respect to traffic flow. <br />Commissioner Van Scoy stated if they could do this reversing the traffic flow would be a non - <br />issue. He noted if they put the drive -thru on the east parking lot, they could put more parking <br />along their building. <br />Rob Brandwick replied there would : be issues of security and remote drive -thrus were not <br />generally looked upon as favorable for a financial institution. <br />Chairperson Nixt stated this was theoretically possible, but questioned whether it is an <br />improvement over what they were looking at. <br />Commissioner Cleveland stated they needed to maintain the integrity of the town plan, but she <br />realized this is on a busy intersection. She stated with this being a multi -story building made this <br />an urban feel and a bank was a good thing to have in the community. <br />Rob Brandwick inquired about the temporary treatment pond. <br />Chairperson Nixt responded they would need to work with staff on that issue as well as the <br />landscaping. <br />Motion by Chairperson Nixt, seconded by Commissioner Levine, to recommend City Council <br />approval of the proposed site plan for Klein Bank contingent upon staff's Review Letter dated <br />July 28, 2006 and directing the developer to work with staff on the remaining issues. <br />• Further discussion: Commissioner Van Scoy stated this site plan was inconsistent with being <br />pedestrian friendly. <br />Planning Commission /August 3, 2006 <br />Page 7 of 16 <br />
