INTRODUCTION

The purpose of this Feasibility Study and Report is to present the Anoka County Parks and
Recreation Department with an examination of the Mississippi River Regional Trail Corridor,
beginning at the Sherburne County line and terminating at the Peninsula Point Park, in
downtown Anoka.

The report discusses primary route locations, alternate route locations, existing right-of-way and
street widths, along with estimated costs to construct the trail.

II. EXECUTIVE SUMMARY

The project was started by meeting with the appropriate personnel from Anoka County, the City
of Anoka and the City of Ramsey. Based on these meetings the project scope and corridor ~
were established.

Multiple trail locations were discussed by the County and City staff, before deciding on final
proposed trail locations. Many alternates are also shown in t.he attached drawings. Some of
the alternates can act as replacements for primary segments, however most alternate segments
are additional segments that would interconnect other trails and sidewalks within the project
corridor.

The primary route was divided into 5 segments as follows:

. Segment 1 (west) begins at the west county line and terminates at the west end of
Mississippi West Regional Park.
. Segment 2 (Mississippi West Regional Park) begins at the west boundary of the park
and terminates at the intersection of 138th and Riverdale Drive:
. Segment 3 (central) begins at the intersection of Riverdale Drive and 1 38th Avenue and
terminates at the east end of Rivlyn Avenue.
. Segment 4 (Kings Island) begins at the east end of Rivlyn Avenue and terminates at the
east end of Mississippi River Community Park.
. Segment 5 (City of Anoka) begins at the west end of Benton Street and terminates at
Peninsula Point Park.

A trail construction cost analysis was done for each of the segments, which resulted as follows:

Segment 1
Segment 2
Segment 3
Segment 4
Segment 5

$563,435
$86,135*
$146,510
$263,764
$195,040

*Construction costs for segment 2 will be included in the park development of the Mississippi West
Regional Park.

Page 1

19
