<br />- - ---------. ----------.-.-----.----.- ..-. - ------..--..----------.- .----------.--...- - -.--..--..--.-..-----..-----.-.-----.- .-. _. .-.-...---.---.-------.---.-----.--...-..- --_... -j <br /> <br />In the mid- 1 9 80's, Anoka County identified the Mississippi River RegionalT roil corridor. <br />This trail corridor was proposed to run along the Mississippi River, from the westerly <br />county line (Elk River) to downtown Anoka.Although the corridor was identified, the <br />exact alignment or location hod not been developed. The proposed trail would offer <br />residents from the cities of Anoka and Ramsey pedestrian access to Mississippi West <br />Regional Park, a 273 acre regional park located along the Mississippi River. Since that <br />time, Anoka County has conducted a comprehensive analysis of its parks and trails. <br /> <br /> <br />This project has an estimated cost of $1,254,884 for a length of 7.5 miles at an approximate cost of <br />$31.69 perfoot. <br /> <br />III. BACKGROUND <br /> <br />A. Corridor History <br /> <br />In 1998, Anoka County adopted 0 new comprehensive Pork and Recreation System <br />Plan, titled the 20/20 Vision Plan. Part of that plan included Chapter 13 - Trail and <br />Greenway Development. Input for the trail corridors was obtained from a wide variety <br />of stakeholders, including a 20 member County Board appointed advisory group, the <br />County Highway Department, and all local units of government in Anoka County and <br />surrounding counties. As a result of this plan, a number of new regional trail corridors <br />were identified, as well as, reaffirmation of the existing trail corridors. Using the <br />Metropolitan Council's Regional Trails Policy Amendment to its Regional Recreation <br />Open Space Development Guide/Policy Plan, Anoka County identified the major <br />regional trail corridors in the county. They were adopted into the Metropolitan <br />Council's Plan along with the Anoka County Parks and Recreation System Plan. <br />Mississippi River Regional Trail is one of these regional trail corridors. <br /> <br /> <br />From the "Trail and Greenway Development" plan, other trail connections were <br />identified tht;Jt would connect with the regional park and/or connect to the proposed <br />Mississippi RIver trail corridor. Central Anoka County Regional Trail Corridor, along <br />Bunker Lake Boulevard is proposed to connect with the regional park following along <br />Ramsey Boulevard. In addition, local neighborhood trails connect, or are proposed to <br />connect, to the park and regional trail corridor; thus making pedestri.an accessfor area <br />residents to the regional park relatively easy and enjoyable. The Mississippi River <br />Regional Trail and Mississippi West Regional Park are now under further design and <br />development study. <br /> <br /> <br />There are a number of existing points of interest along this proposed corridor. <br />Beginning at the east end is Peninsula Point Park, which offers 0 shelter with restrooms <br />and other park amenities. 1.5 miles to the west is Mississippi River Community Pork, <br />which offers shelters with restrooms, open and covered picnic areas, play areas for <br />volleyball and softball/and a number of internal trails. <br />Page 2 <br /> <br /> <br />B.
