This segment includes 3,100 feet of new <br />trail through Kings Island and 2,400 LF of existing trail through Mississippi River <br />Community Park. Reference Appendix Sheet 6 of 8. <br /> <br />1 . This segment begins at the east end of Rivlyn Avenue and extends to the <br />southeast across Kings Island where it then crosses into the Mississippi River <br />Community Park. Kings Island is within the 100 year flood zone and is <br />surrounded by an old oxbow ofthe Mississippi River. The island is dry most of <br />the year; however there are times that portions will be under water, particularly <br />in the spring of the year. To avoid the trail being constantly flooded, this <br />segment could be raised two to three feet above the existing grade. <br /> <br />The ground elevations of the riverbank area on Kings Island are in the range of <br />837 to 840. Raising the trail above the 100 year flood, would require 7 to 10 <br />feet of fill over much of the approximate 2,800 feet of trail through the island. <br />Approximately 30,000 cubic yards of fill will be necessary to raise the trail, at an <br />estimated cost of $180,000. This would be an added expense and is not <br />necessary due to the alternative high-water route. Raising the trail two to three <br />feet above existing elevations is estimated at $90,000. The fill placement in a <br />flood plain area is generally allowable, but will require permitting review by <br />agencies having interest. <br /> <br />There is a parcel of right of way extending from the east end of Rivlyn Avenue <br />toward the southeast. After the trail crosses the oxbow it would be on City of <br />Anoka property or city park property. The first portion of this segment will need <br />to travel down a rather large grade. Significant earthwork will be required in <br />this area to provide acceptable grades on the path itself. There are many <br />Page 1 3 <br /> <br />31 <br />
