Funds from the Metropolitan Council can be sought in advance or as <br />reimbursement. Grant dollars from Federal programs, such as the National Recreation <br />program or the Federal Trails program could be utilized. Other federal funding sources, as <br />such, the Federal Transportation Enhancement program (TEA21), as well as, other state trail <br />funds coiJld be obtained. Still other funding mechanisms, such as, park dedication fees and <br />trail easement dedication can be brought forth during subdivision dedication and platting. A <br />variety of funding alternatives are available toossist the County and local jurisdictions in <br />developing the trail. <br /> <br />As part ofa coordinated effort, an ad-hoc or standing committee could be created to facilitate <br />the establishment of the regional trail. This committee could consist of members from the <br />Anoka County Parks and Recreation Department, the Anoka County Highway Department, the <br />cities of Anoka and Ramsey, the Mississippi Nation River Recreation Area (MNRRA) or other <br />agencies sharing an interest in the developing trail. <br /> <br />X. FEASIBILITY AND RECOMMENDATION <br /> <br />From an engineering standpoint, this project is feasible and it will benefit Anoka County along <br />with benefiting the cities of Anoka and Ramsey. This project is an important part of the overall <br />Mississippi Corridor multi-modal system. This trail is necessary to connect existing parks, points' <br />of interest and existing trails within the project vicinity, and potentially from Sherburne County, <br />making it possible to travel to the historic Kelley Farm. <br /> <br />Page 22 <br /> <br /> <br />It will be necessary for all portions of this project to be reviewed and approved by any <br />permitting agencies, which have jurisdiction over any part of the corridor. <br /> <br />The County, its financial consultants and other agencies sharing the trail construction costs, <br />should review the project for benefit to determine the economic feasibility of the proposed <br />improvements. <br /> <br />40 <br />
