Absent: None. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br />The following Council minutes were noted: <br /> <br />1) City Council regular meeting minutes dated June 27, 2006 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request for Sketch Plan Review for a Minor Subdivision of Ramsey <br />Town Center 14th; Case of Shingobee Builders, Inc. <br /> <br />Associate Planner DaInes reported that the City is in receipt of an application for a minor <br />subdivision to create Lot 1, Block 1, Ramsey Town Center 14th Addition. This minor plat would <br />create one, buildable lot to accommodate the proposed Klein Bank, and one outlot. The total <br />area of the plat is 12 acres. Lot 1 is approximately 1.5 acres in size and meets the minimum lot <br />width of 80 feet and a minimum lot depth of 100 feet. No public right-of-way is being platted as <br />part of the proposed minor subdivision. Drainage and utility easements have been requested over <br />all utility lines extending north from Sunwood Drive. <br /> <br />Keith McDonald, Shingobee Builders, stated under "Access" on the staff review letter, he noted <br />the requirement that the temporary access on Sunwood be constructed with permanent curb and <br />gutter. <br /> <br />Chairperson Nixt stated he was sympathetic to the request and did not want an expense incurred <br />and then have it tom out within 18 months. <br /> <br />Associate Planner DaInes stated the issue was that they did not have a concept plan for the entire <br />site so it was hard to say what was permanent and what would be temporary. <br /> <br />City Engineer Jankowski noted if a similar development were proposed south of this <br />development, the utilities would be under that building. <br /> <br />Commissioner Brauer stated the idea of having the curb and gutter was to provide an edge for <br />snowplowing and prevent erosion. He asked if those were serious enough concerns that they had <br />to keep them in the plans for a temporary access. <br /> <br />City Engineer Jankowski stated bituminous curb he did not have good experience with, but <br />perhaps they could reach a compromise with a more substantial bituminous curb. <br /> <br />Commissioner Brauer suggested accepting the sketch plan contingent upon staff working with <br />the developer on the curb and gutter issue along the temporary access. <br /> <br />Planning Commission/August 3, 2006 <br />Page 2 of 16 <br />
