<br />Mr. Mc Donald stated with respect to the requirement to construct West Ramsey Parkway all of <br />the way to Town Center Drive, there was not enough development to pay for the road. He stated <br />this would be an extreme hardship. <br /> <br />Chairperson Nixt stated this was significant and he would not abandon this condition. <br /> <br />Chairperson Nixt stated it was up to Mr. McDonald to bring the players to the table and they <br />have a conversation. <br /> <br />Mr. McDonald stated he would bring this back to staff for a discussion. <br /> <br />Mr. McDonald asked to what extent were they looking at for utilities on Outlot H. <br /> <br />Associate Planner DaInes responded they could discuss this more with him and City Engineer <br />Jankowski stated they would get this clarified. <br /> <br />Commissioner Brauer stated it appeared there were issues between the developer and staff and at <br />this point he believed all they could do was to ask the staff and the developer to keep working out <br />the issues. <br /> <br />Chairperson Nixt agreed. <br /> <br />Mr. McDonald stated he believed this might be some confusion on the part ofURS and he would <br />obtain some clarification from them. <br /> <br />Case #2: <br /> <br />Public Hearing - Request for Conditional Use Permit for Klein Bank to <br />Operate a Drive- Thru in the TC-2 Zoning District; Case of HTG Architects <br />and Shingobee Builders, Inc. <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 8:07 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearin2 <br /> <br />Chairperson Nixt called the public hearing to order at 8:07 p.m. <br /> <br />Presentation <br /> <br />Associate Planner DaInes stated that HTG Architects has submitted a site plan for the <br />development of Klein Bank located generally on the comer of Armstrong Boulevard and West <br />Ramsey Parkway. The applicant has submitted an application for a CUP in order to operate a <br />drive-thru banking facility. She noted the Ramsey Town Center is designed to be a mixed-use <br />and pedestrian friendly development. Uses with drive-thrus have a potential to be incompatible <br />with the intent of the Ramsey Town Center. Therefore, these types of uses were permitted only <br />as a conditional use in certain areas of the Town Center so that the proposal might be reviewed <br /> <br />Planning Commission/August 3,2006 <br />Page 3 of 16 <br />
