<br />for their compatibility. The TC-2 Zoning District was created to accommodate larger scale, auto- <br />oriented commercial activities. She stated the drive-thru is proposed to be located on the north <br />side of the building, with a drive aisle along the west side. It is proposed to be 4 stalls wide, <br />resulting in a 70-foot building setback from West Ramsey Parkway. The vehicles would exit the <br />drive-thru by circulating around the building and exiting through the same way they entered. She <br />noted staff is concerned with the circulation as proposed, and suggests that consideration be <br />given to relocating the drive-thru to the east side of the building. This would aid in easing traffic <br />conflicts. It would also allow the building to be moved closer to West Ramsey Parkway and <br />Armstrong Boulevard, resulting in enhancing the pedestrian-oriented design of the site. She <br />stated however, staff understands the need to accommodate various business requirements for <br />drive-thrus, and TC-2 permits more accommodation for vehicle-oriented design than other town <br />center districts, especially in areas not adjacent to Sunwood Drive. Therefore, staff finds the <br />request for a drive-thru acceptable. If the location cannot be altered, staff would recommend the <br />utilization of a variety of landscape screening efforts, berming, and fencing. <br /> <br />Commissioner Brauer asked why they could not approve a drive thru and when they got to the <br />site plan review, they could talk about where it would be. <br /> <br />Chairperson Nixt responded that was his intent. He recommended they change the CUP to read: <br />That if granted, the proposed drive-thru shall be located as shown on the approved site plan. <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Levine, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Levine, Brauer, Cleveland, <br />Hunt, Trites Rolle, and Van Scoy. Voting No: None. Absent: None. <br /> <br />The public hearing closed at 8:15 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 8: 15 <br />p.m. <br /> <br />Motion by Commissioner Brauer, seconded by Chairperson Nixt, to recommend that the City <br />Council adopt Findings of Fact relating to a request for a conditional use permit to operate a <br />drive-thru for bank services associated with the proposed Klein Bank in the Ramsey Town <br />Center development. <br /> <br />Motion Carried. V oting Yes: Chairperson Nixt, Commissioners Brauer, Cleveland, Hunt, <br />Levine, Trites Rolle, and Van Scoy. Voting No: None.
