Review the most recent plans, studies, and communications related to the City of <br />Ramsey's transportation system. Identify unresolved transportation issues. <br /> <br />2. Analyze transportation policies and plans of neighboring communities. Identify <br />inconsistencies between policies and plans and opportunities for coordination efforts. <br />Focus on the following: <br /> <br />· Highway 10 corridor issues such as the spacing of access drives, traffic signal <br />spacing, and potential to develop a frontage road system. <br />· Functional classification of the road system discussing standards for right-of-way, <br />cross-section elements, number of lanes. Coordinate with Anoka County. <br />· Wetlands impacts that would result from construction of new collector or arterial <br />roads. Coordinate with the Department of Natural Resources. <br />· Coordination with communities adjacent to Ramsey and the Metropolitan <br />Council. <br />· Evaluate in a general fashion the traffic impacts on Ramsey arterial streets that <br />would be caused by a new Mississippi River crossing. This task is not to include <br />traffic system modelling but should include a review of alternative alignments and <br />a cursory estimate of the effect of the bridge on traffic volumes and <br />volume/capacity ratios. <br /> <br />3. Prepare trail system plan identifying trail locations, right-of-way, and design standards. <br />Trails should be designed for walkers, joggers, bicycles, horses, and other recreational <br />uses. <br /> <br />4.
