<br />.t <br /> <br />and resulted in zoning and subdivision regulations for <br />controlling new residential and commercial development. <br /> <br />Throughout the 1980's, the City of Ramsey continued to experience <br />above-average residential growth. until 1985, much of this <br />residential development occurred throughout the City as large-lot <br />residential developments without the benefit of municipal <br />sanitary sewer and water services. In 1985, the southeastern <br />part of the City received central sanitary sewer. <br /> <br />In 1980, the City prepared its comprehensive plan in response to <br />the Metropolitan Land Planning Act of 1976. This Act required <br />all local governments in the Twin cities Metropolitan Area to <br />prepare a comprehensive plan. Since 1980, the City has prepared <br />several amendments to its original plan. The purpose of these <br />plan amendments has been for the most part to amend its urban <br />service area in response to continued residential development <br />pressure. In addition, however, the City developed four distinct <br />development areas as part of its 1990 plan amendment. These four <br />districts included the following: <br /> <br />1. Metropolitan Urban Service Area, where the City commits to <br />supporting and encouraging growth and development in this <br />development district by providing public services and <br />facilities. <br /> <br />2. Urban Reserve Area, is the area between the MUSA and the <br />city's designated urban area boundary. This is the area <br />where future MUSA expansions will logically occur. The City <br />committed to preserving this area for the orderly and <br />economic expansion of urban services. <br /> <br />3. Rural Transition Area, is the area abutting the urban <br />reserve area and is predominantly one to two and a half <br />(2.5) acre residential lots. It is not anticipated that <br />sanitary sewer will be extend to this area for the <br />foreseeable future. <br /> <br />4. Rural service Area, is the remainder of the City.
